But in Lyon, the owner of Cafe 203 mounted an exhibit of photos of dirty ash trays and posted a sign reading “Cultural and social experimental zone: you are exposing yourself to the threat of second-hand smoke.” He plans to flout the ban — which carries fines both for smokers and business owners that permit smoking — by allowing smoking for a couple hours in the middle of the day. He hopes to cover the cost of the fines by selling decorated ash trays.
